bullet

decision-making at the appropriate organizational level

bullet

decision-making that incorporates the views of those with relevant information/expertise and of those impacted by decisions

bullet

accountability at all levels and in all phases of decision-making process

bullet

ongoing review and recommendations to the Administrators and the Board

bullet

review of participatory and nonparticipatory decision-making areas

3. Implementation

3.1 Representative Bodies

College councils and committees serve as recommending bodies reflective of and accountable to relevant stakeholders. The primary function of representative bodies is to make recommendations to administrators, who are are accountable for their decisions both through the administrative hierarchy and to stakeholders within the ACC community. For this reason, administrators should

bullet

notify representative bodies of actions to be taken concerning such recommendations

bullet

provide the rationale for the action

Participatory bodies shall seek broad representation of all relevant stakeholders with expertise in or who are affected by the issues under consideration. Representation on participatory bodies by internal employee organizations, affiliate organizations, and functional roles within the college will reviewed each year by the Shared Governance Council in the light of this goal (See section 4).

Representatives from internal employee and affiliate organizations will be appointed by the organizations according to their internal guidelines. Other representatives, such as "at-large" or representatives of functional roles, will be appointed by the committee chair or the appropriate administrator.

Representatives serve as liaisons between participatory bodies and the groups they represent. For this reason, representatives have an obligation to fulfill this role in such as manner as to ensure accurate and timely flow of information between organizations and representative bodies throughout the decision process.

3.2 Councils and Committees

Institutional decision process is supported by three principal councils, which make recommendations to the administration regarding the institution's major areas of functioning.
